Downside: it requires manual installation of the CA certificate on the client. So I looked into strongswan and finally managed to get that to work with Windows and Windows Phone clients. Now, after many hours of trying almost every tutorial with the keywords "raspberry l2tp ipsec" I came to the conclusion that openswan must somehow be broken, I simply could not get the combination of openswan, xl2tpd and ppp to work.
